AVeL-CAD is a “Map Centric” Computer-Aided Dispatch system designed to optimize the operations efficiency of Public Safety Emergency Services. Based on the latest technologies and software standards, this Computer-Aided Dispatch and Emergency Response system improves operations and ensures a fast and efficient assignment of resources. In order to reduce response time and enable dispatchers to better support officers in the field, AVeL-CAD delivers the right information to the right people at the right time : from the Call-Taker, to the Dispatcher, to the Mobile Unit.

AVeL-CAD works on MS Windows NT/2000/XP and is built on object-oriented programming technology to provide flexibility, adaptability and ease-of-use. The Windows environment, combined with the interactive mapping system, enables the dispatcher to rapidly visualize more data relating to a particular incident or situation, thus helping him to take better and faster decisions. This is vital where critical information has to be dealt with quickly and efficiently.

Computer Telephony Integration (CTI)

With this option, all telephone operations are integrated into the computer. The call-taker screen includes a telephone keypad and function keys for 3-way call, speed dial, Ringback, etc… CTI provides internal workstation emulation of telephone functions.

This capability delivers a phone free "Virtual Telephony" solution which places all ANI, ALI, supplemental data, history, and the telephone on one desktop screen, accessible at a single touch. It includes such features as Caller disconnect/Abandoned call notification, Integrated hearing and/or speech impaired TTY capability and Instant Playback Recording.

E-911 Interface

AVeL-CAD is interfaced with most 911 controllers. This seamless interface automatically populates the appropriate fields of the computer-generated incident entry form (call card) with the E-911 data: billing name, calling number and service address. When the call-taker confirms that the incident location is the actual caller location, no further location entry is required and the system automatically validates the address against available map data. Both caller and incident location may be altered as necessary and validated against available map data.

Versatile Geobase

The “Geobase”contains map data. The AVeL-NET Geobase adheres to GIS standards. It is divided into layers, each of which can be individually configured. Each layer can have distinct display rules and can be individually updated. The Geobase accommodates both vector points (points, lines and polygons) and raster (pictures and images from aerial or satellite photography) data.

The territory can be divided to simultaneously meet the needs of police, fire, EMS or other emergency services. It can function as a county-wide system serving multiple communities and agencies, or it can work equally well for a single department.

Resource Management

This module manages all resources available to the dispatcher at any given time: agency personnel, internal resources and external resources such as public works or public utilities.

Call Management

The Call Management module handles all aspects related to the reception, verification and handling of calls. It accepts calls from any source, 9-1-1, administrative or self-initiated, and forward those calls to the appropriate dispatcher or agency.

When an emergency call comes in, the system automatically displays an Incident Entry Form (call card) for quick and accurate data entry. The call-taking function is made up of two main components : Call Entry and Call Processing.

The call entry portion of the call-taking function is defined as "the activities performed by the operator to enter information obtained from the caller into the computer system". Call processing refers to "the computer assistance given to the operator to capture all pertinent information about the event and its location, such as the computer assisted processing and validation of addresses, common places names, nearest intersections, alarms, abbreviated and misspelled street names". The Incident location is displayed on map along with other incidents and units operating on the territory. Duplicate calls are detected and displayed. The end-result of the call entry and processing is to construct an accurate ”incident description” in a simple, rapid and systematic fashion, and to communicate or “route” this information to the appropriate dispatcher or service.

AVeL-CAD provides the operator with all the necessary tools to quickly and efficiently perform all incident entry functions and to expedite response. Once the incident location is validated, AVeL-CAD make available additional information such as location type, building plans, nearby locations of interest, hazardous materials, handicapped persons, special warnings, previous calls, etc…

Records Management System

The Records Management System (RMS) provides a comprehensive set of modules to enter, maintain, track and manage cases, arrests, citations and incidents.

The RMS system enables the agency to collect, store and retrieve essential data for efficient management and effective crime control. The initial recording of the event is performed automatically once a call is received and recorded into the system via AVeL-CAD , our Computer-Aided Dispatch system. This is done through an intermediate process or module named “Calls for Service”. This module captures the call type, event location, and the officer ID assigned to the call for service. Usually, a call for service corresponds to a CAD incident record.

This seamless integration to the CAD system gives the advantage of using existing data which has been fully validated and eliminates data redundancy.

Following this initial recording of the incident, the system provides for the entry of all detailed information on incidents and cases. An almost limitless amount of information may be recorded into the system.

In this manner, the RMS system enables the agency to manage vital records and to report incidents and arrests directly to either the FBI (UCR and NBIRS) or state crime database. It includes modules for recording incidents and arrests, managing cases, and tracking evidence.

Dispatching

Dispatching is the end-result of a dynamic process that keeps track of all active incidents and activities of units in a given territory. It has one primary objective : getting the right resources to the right place at the right time. Incidents are entered as they occur by the call-taker, units are dispatched to the scene of the incident, updates and changes of status are made as the incident unfolds and is finally closed. No matter how complex the emergency situation, AVeL-CAD handles the initial dispatch and continues to monitor the incident and the emergency personnel on scene.

Once the address has been validated and the dispatch code determined, the incident description is immediately made available for dispatching; additional information is displayed as it becomes available. As an incident is handled by call taking and dispatching, a summary of the incident is added to the List of Pending Incidents displayed on the dispatcher screen, informing him of this new incident: the incident number, the type of incident, its priority, the location of the incident, the status and the time. This list is ordered by status, priority and time of the incident. AVeL-CAD activates an indicator to advise dispatcher of new incidents. An event indicator is also activated warning the dispatcher of the new event. The events in the queue are updated as their attributes change (e.g.: status).

When ready to dispatch or to work on another incident, the dispatcher simply selects the incident from the List of Pending Incidents. The system then displays the related incident form with its content and any additional information. By pressing the "Recommend" key, the dispatcher obtains a list of all units with an indicator showing which ones are available for recommendation. Before pressing the "Dispatch” key the dispatcher has the options of adopting or overriding the recommendation. Once the dispatcher has pressed the “Dispatch” key, the call-card incident description is automatically forwarded to the vehicular computer (if available) of the dispatched unit(s). When the unit is en-route, on-scene or cleared from the incident location, AVeL-CAD automatically updates this information on the dispatcher display.
